Therefore, when you see multiple digits, you ignore the first number. For example, a picture card or 10 is = 0, 11=1, 12=2, 13=3, 14=4, 15=5, 16=6, 17=7, 18=8, 19=9, 20=0, 21=1, and so on. up to 30=0

Just because one of the cards in each set of the first two is an 8 or 9, doesn't mean that the set wins outright. The low total value can be attributed to the other card in the hand.
